The practice of buying and selling female seafaring children into domestic servitude and worse, undoubtedly prevails in this Colony, although it may be that illicit slave dealing is a punishable offence, and that it is questionable whether in Hong Kong the owner is entitled to the custody of a child acquired by purchase, but the fact remains that the law on the subject is a dead letter. No attempt is made to check the traffic and no steps are taken to ascertain how such children are treated.
Since the establishment of the Chinese Republic, all Chinese - males and females alike - are considered as free persons of equal social status. No "possession" is admitted; therefore, purchase and sale of human beings is not recognized by law, and cases have been known when magistrates punished parents for selling their children, and declared that the purchasers should forfeit their purchase money.
In former times, children used to be kidnapped in Hong Kong and brought to the interior of China to be sold, but now the contrary is happening. Why? China now forbids the sale of human beings, whilst we can sell them here in the market overt.
